Waiting for high levels of scientific and clinical proof before taking action to prevent known risks can lead to high health and economic costs, as with asbestos, leaded petrol, and tobacco. Moreover, the Assembly notes that the dangers of electromagnetic fields or waves and their potential consequences for health and the environment clearly occur in tandem with other ongoing issues, such as the licensing of medications, chemicals, pesticides, heavy metals, and GMOs.
